Thought I recognized that poster. It's on page 404 of "Bicycle" by Herlihy. Thorough history of the bicycle by the way. There a few other posters shown from the late 1800's considered ris-kay for Americans. But he also said how getting women on bicycles helped break down the victorian boundaries.

When I saw this picture, I mistook it for a photo from the Taco Ride. :)
I'm from Alabama, and I do have some Alabama boy in me yet, but stuff like this makes me enjoy living in more progressive Omaha.
